SUGGESTED CIPA POLICY "drop-in"

The Library observes and enforces all aspects of the Neighborhood Children's Internet Protection Act, 47 U.S.C. § 254. To that means the Library will work towards and take measures to:

-prevent access to inappropriate matter on the Internet and World Wide Web to minors.

-promote the safety and security of minors electronic mail, chat rooms, and other forms of direct
electronic communications.

-prevent unauthorized access or "hacking" within or from the Library's network, and prevent other unlawful online activities by minors

-prevent the unauthorized disclosure, use, and dissemination of personal information regarding minors

-restrict minor's access to harmful online material.

 


PAUL AND RICK's FILTERING PROXY SERVER

-Based on a Pentium 333 with 96 MG of RAM and uses only open source software.

-Uses the latest kernel of Linux available through Mandrake version 8.0 as an operating system.

-Uses Squid as proxy server software.

-Uses Squid Guard as a URL-filtering "plug-in." (Denies some URL access and URL catch phrases based on a program denial list)

-Uses an enhanced version of Active Guardian as a filter for html content. (Dans Guardian checks content against a denial list. It also checks sites for ratings.)

E-books Memorandum of Agreement for Subscribers


1. By this agreement LION will provide ebook access to subscribing, nonmember libraries through LION's contractual relationship with netLibrary, Inc. Initial subscribing library purchase into the existing LION collection will be determined by LION member cost plus a 15% surcharge. The LION Board of Directors retain the right to determine all ongoing and maintenance fees. Subscribing libraries provide access to their readers through a netLibrary icon placed on their own website.


2. LION reserves the right to manage all aspects of collection development, which includes title selection, the acquisition process, and eventual de-selection or "weeding." Subscribing libraries are welcome to participate in the title selection and de-selection process, and may purchase ebook titles directly through LION. All subscribing library purchases will be made at netLibrary, Inc.'s charge with a 15% surcharge, and will include netLibrary's charge for each MARC record. (Presently $1.00 per title.) All titles purchased by LION members or individual subscribing libraries will be accessible for circulation by both types of members. All ebook circulation periods will be determined by LION policy as established by the LION Board of Directors.


3. LION reserves the right to discontinue all new title purchases as determined by the LION Board of Directors. Titles already purchased by LION members and subscribing libraries will remain accessible through netLibrary, Inc.'s website.


4. LION has waived participation in netLibrary, Inc.'s enhanced escrow program. In that escrow program, ebooks would remain accessible through a third party in the unlikely event that netLibrary Inc. cannot provide access. LION has made this decision for three reasons 1)the reference function and timely nature of the titles, 2) the escrow program's cost, and 3)the fact that netLibrary Inc. possess the industry's largest collection and would likely be purchased by another concern. Subscribing libraries agree to LION's waiver of the enhanced escrow program.


5. Each subscribing library shall indemnify LION, and directors and officers of LION, for, and hold them harmless from, all damage, loss, cost, and expense incurred or suffered by them as a result of, or in connection with, any claim, suit, or action made, or brought, against them by any third person to the extent that the claim, suit, or action, is related to, or arises out of, any act or omission for which that member is legally liable to that person.
