Planning Committee Report-1999

Much of LION’s Planning activities were dedicated to PCL throughout 1999. Four LION representatives sat on the PCL Board, and LION Boardmembers and staff sat on numerous PCL committees, including Procurement, Telecomm, Personnel, and Valuation. LION members and staff in these capacities attended several PCL summit sessions in 1999, including those held on April 13 and 14 in Portland.

Informal planning and strategy meetings were also held within LION, with all Board members invited. These sessions were arranged by Valerie Harrod and Karen Smith on July 8 and November respectively.

The LION Board meeting of November 23 produced motions not merge with PCL and to pursue a Dynix upgrade. During that meeting President Sandy Ruoff also designated the Planning Committee as the Negotiation Committee. The Negotiation/Planning Committee met on November 24, and produced the following:

    1. A new proposed Schedule of Services.
    2. A tentative timeline for the Sun/Sunrise upgrade, intending to complete a hardware upgrade as soon as possible, with a stated deadline of April 1, 2000.
    3. A proposal that LION add one FTE as a Trainer in FY 2001.
    4. Proposed steps to hardware and software migration.
    5. The suggestion that LION not engage an ILS Consultant for the negotiation with Dynix, but that legal review of our contract would be prudent.
    6. Meeting dates for Dynix to present their product line and discuss contractual terms.
    7. A Committee review of previous planning documents including RMG’s "Criteria/Scoresheet for ILS Proposals," the Joint Project’s "ILS Checklist," LION’s "General Guidelines," and Dynix’s proposed "Purchase Agreement" dated November 24, 1999. The Committee made suggested revisions to LION’s "General Guidelines" in the event that the Board may sometime find need for them.
    8. Identified several negotiation points for Dynix, and an agreement to limit the actual LION Negotiation Team to Ed Murray, Linda Rusczek, Bill Edge, Mark Hewes, and Rick Widlansky.

Dynix meetings for the Sun/Sunrise migration took place on December 9 and 10. Despite technical difficulties presented by the December 9th demonstrations, the December 10th discussion of the quotation went very well, and culminated in scheduled meetings for January 2000.
