SUMMARY:
This Exempt Executive position is responsible to the Board of Directors for the operation and administration of the LION automation network within the guidelines and policies established by the Board of Directors, including planning and monitoring the growth of the automated system.
SPECIFIC RESPONSIBILITIES:
1. Administers implementation of the goals, objectives, and priorities of LION within the guidelines and policies established by the Board of Directors. Supports and oversees the organization and operation of all program areas.
2. Is responsible for personnel management: salary ranges, hiring, firing, work assignment, evaluation, review of job descriptions - in coordination with the Personnel Committee and management staff.
3. Supervises and coordinates all member support services for the operation of the LION system.
4. Prepares the annual budget and monitors the financial record keeping and preparation of regular financial reports.
5. Maintains, analyzes, evaluates, and interprets statistical studies, operations records, performance, and production records as required. Reports monthly to the LION Board of Directors and confers regularly with members as required.
6. Works closely with the Associate Director, the LION Board, member committees, any other associated institutions, and automation vendors to develop and expand current automated services. Assesses needs, completes research, and makes recommendations regarding automation proposals.
7. Acts as liaison to LION consultants and vendors regarding contract negotiations, implementation, enforcement, maintenance, enhancements, and problem resolution.
8. Serves as consultant to committees of the Board of Directors as requested.
9. Makes ongoing evaluation of system hardware and software in order to assure that LION remains responsive, dynamic, efficient, cost-effective, and capable of attaining its goals.
10. Represents LION to libraries, boards, associations, prospective new members, and the public as needed and appropriate.
11. Develops and maintains LIONs role in statewide library automation networking and services.
12. Responsible for compliance with Federal and State law and for maintaining corporation legal documents and all other records of the LION.
13. Performs other duties as needed.

QUALIFICATIONS: MLS with 5 years professional library experience including broad knowledge of automated library systems. High level problem solving skills and excellent oral and written communication abilities. Administrative experience should include planning, evaluation, budgeting, and staff training. Associate Director

SUMMARY:
Through in-depth knowledge of the LION network and its services, this person works with the Executive Director to assure that LION members obtain the fullest possible benefits from their use of the LION system. This Exempt Professional position has primary responsibility for management of the LION bibliographic and other value-added databases, including training of LION members in LION supported functions and implementing ongoing LION procedures for quality control of the bibliographic database to assure compliance with AACR II standards.
SPECIFIC RESPONSIBILITIES:
1. Directs, coordinates, and/or performs maintenance of LION's bibliographic and other databases in cooperation with LION Committees, member staff, LION staff, LION's system vendor, bibliographic utilities, data providers, and other networks.
2. Supervises, trains, and evaluates all LION Bibliographic and applications user support staff.
3. Provides user training on specifics of system software as needed, e.g., for new LION members, new staff, and new functions. Provides training for online cataloging including AACR II and MARC tagging (all formats).
4. Supports LION member use of the system. Consults with users in problem solving and operational improvements. Is an ex officio member of all LION applications based committees, and may serve on other committees as required. Writes LION specific documents as necessary.
5. Tests or coordinates testing of software as required. Documents, tests, reports, resolves, or makes recommendations for solving problems - including software bugs and system performance - in cooperation with LION's members, staff, and vendors.
6. Assesses needs - including use of appropriate systems analysis techniques, completes research, and makes recommendations to the Executive Director and Board of Directors regarding automated systems and services.
7. Provides oral and written reports to the Board of Directors and current and potential users. Meets with other related groups - including other automated systems - for cooperative and information sharing purposes concerning the functioning, implementation, and promotion of automated services.
8. Assumes the responsibilities of the Executive Director in his/her absence.
9. Shares in after hours emergency standby rotation.
10. Other tasks as required.

QUALIFICATIONS: MLS with 3 years professional library experience including broad knowledge of public and technical services (including AACR II cataloging and MARC tagging), and library network automation required. Network Support Manager

SUMMARY:
This Exempt Professional staff position reports to the Executive Director and is responsible for user support and network applications.
SPECIFIC RESPONSIBILITIES:
Responsibilities, some of which require travel to remote LION or other locations, include but are not limited to:
1. Establish and manage LION local or wide area network/s and associated resources, including: LION staff workstations, servers, Internet or other network connections and services, and any other automated resources provided by LION to its staff, member institutions, or served publics which supplement LION's Integrated Library System (ILS).
2. Provide consulting, installation, training, and support services to LION member libraries in the procurement and use of PC workstations on the LION system and/or the establishment and maintenance of any local or wide area network to the extent authorized by LIONs current schedule of services and Board policy. Includes on-site visits, meetings as required with member library staff and/or governing bodies, preparation of detailed specifications and/or vendor quotes.
3. Provide PC and networked applications and operating system software training to LION member library staff.
4. Coordinate handling of all user PC and/or network problems. Work with LION vendors, LION member library staff and vendors, Associate Director, and/or Senior Operator as needed to document and resolve software, hardware, and system problems. Maintain statistics on LION support services.
5. Work directly with Senior Operator to assure proper functioning of all networked telecommunications links which transport LION provided/supported services. Includes assistance in diagnostics necessary to identify network problems, maintenance of IP address tables, assistance in installation and repair of all telecommunications and/or network equipment to which LION has either direct or indirect access.
6. Share in the after hours emergency standby rotation.

Cataloger

SUMMARY:
This Exempt Professional position reports to the Associate Director and is responsible for assisting LION members in their use of the system by providing professional cataloging support and services, maintenance of cataloging documentation, technical assistance, and training.
SPECIFIC RESPONSIBILITIES:
1. Performs LION centralized bibliographic database maintenance tasks, including: searches OCLC for upgrade records, processes database loads and transfers and resolves error reports, maintains Authority files, performs original cataloging, performs quality assurance review of LION member-created bibliographic records.
2. Obtains, prepares, distributes, and maintains user documentation related to cataloging and bibliographic maintenance, including: vendor documentation, LION created documentation, and cataloging support materials (e.g., AACR2, LC Subject Headings, OCLC Cataloging Manuals, etc.).
3. Takes minutes of LION Bibliographic Committee meetings and prepares same for distribution. Reports to same as required (e.g., quality assurance reports).
4. Provides and/or coordinates on site or remote user training on specifics of MARC cataloging, system software, and LION policies and procedures as needed.
5. Communicates with libraries regarding specific questions and problems in the cataloging of their materials.
6. Documents, tests, and assists in resolution of bibliographic database problems related to software bugs and system performance.
7. Participates actively as directed in regional professional cataloging activities representing LION.
8. Works independently on database projects developed by the Associate Director.

Systems Manager

SUMMARY:
Under the general direction of the Executive Director, this Exempt administrative staff person oversees the ongoing operation of the LION ILS, related servers, telecommunications network, computer room environmental system, remote support of peripheral ILS devices at member library sites, and LION-provided or supported PC/LAN/WAN services.
SPECIFIC RESPONSIBILITIES:
1. Manage operation of the LION central computer systems to achieve maximum availability to users. Assure proper installation and maintenance of central computer equipment and operating systems.
2. Manage LION telecommunications network, including installation, support, and maintenance of all equipment and software. Includes routing tables, circuits, PVCs, and connections to/through any other parties (e.g., Other Library Networks, Internet, Value-added vendor sites, LION sites with own telecom network connection).
3. Supervise, schedule, and train LION Network Support Technician and Computer Operators.
4. Receive and resolve member reported trouble calls.
5. Maintain effective relationships with LIONs hardware/software/service vendors, including regular review of contractual terms.
6. Manage and share in on-call emergency standby rotation - including nights and weekends.
7. Provide peripheral hardware - including networked devices - consultation, installation, and maintenance services at central and all remote sites.
8. Assist Bookkeeper/Administrative Assistant in maintaining an accurate audit of all LION equipment. Maintain LION equipment spares and member sales inventory.
9. Coordinate the implementation of new software releases with the Associate Director.
10. Assure system security against fire, theft, damage, unauthorized use, etc.
11. Perform necessary emergency procedures.
12. Assure protection of LION databases, e.g., through system backups, off-site archiving.
13. Produce and consult with members in creation of special reports (e.g. Recall).
14. Train members as needed in peripheral and telecommunications trouble shooting.
15. Log, diagnose, and report all systems hardware and software problems. Maintain detailed monthly and annual up time and other required statistics.
16. Keep Executive Director informed of all important operational concerns, make recommendations for change as needed.
